- I am the RC&D Coordinator for the Threshold To Maine Resource Conservation and Development (RC&D) Area. RC&D is a program of the US Department of Agriculture and is administered locally by a non-profit Council. We provide technical assistance to communities on natural resource issues and currently we have a number of projects related to agriculture economic development.
